Use IPTC Core and/or IPTC Extension to create rich IPTC metadata.
Choice of Data Standard
It shouldn't be surprising that the standards to use are IPTC Core and IPTC Extension. Why? Because they contain a rich set of fields that are supported in many mid and pro level photo applications.
Choice of Tool
Adobe Bridge has the best metadata editing tools, but other Creative Cloud applications support the same data standards. Other mid to pro level photo editing and organizing applications usually support IPTC, as well.
